I assume this will be available for all of the illegals in CA, as well.
Seems like the students might be more motivated to succeed if they have skin in the game. Will they have to pay anything back if they don’t go to class or fail?

Any HR person will tell you that two years of community college now is the equivalent of a high school diploma from the 1960’s.

Will these community colleges be forced to accept EVERYONE, whether they can read above the third grade level or not?
What if they get Fs in every class, or almost every class...do they get a "FREE" second year to repeat those classes?
