It says 302a in the upper left corner. What’s the deal with the date explanation?

Strange use of language. My understanding is that the 302 is not referred to as a memo. It is an official report of a specific investigative activity or interview. In the FBI the official investigative report is written on an FD-302 form, sometimes referred to as the FBI-302 to distinguish it from similar reports prepared by other Federal law enforcement agencies. For example, in the DEA the official report is prepared on a DEA-6. Basically, it memorializes all the official investigative activity conducted by agents in a particular case. All the 302s from a particular investigation are then filed in a specifically numbered case file.
