A dense California Public Utilities Commission report laying out the case for the texting surcharge says the Public Purpose Program budget has climbed from $670 million in 2011 to $998 million last year.


One billion a year taken away from California's working folk so others can have free phone service? WTF!

The welfare class need to be kept right where they are, stuck on the dole. It’s all about voting blocks.

Give them more off the backs of the productive class? Of course! The last thing we need is a little bit of hardship to spur people on.

California is one of only 4 states that I’ve never been to. It must be a wonderful place. I can’t understand why anyone stays.

How about taxing illegal alians for being noncitizens.Tax them 20% of their welfare if they don’t have the proper proof of citizenship.

California’s expenditures would plunge quickly.Saving everyone else a lot of tax dollars no longer going to a crooked government.

Notice the weasel word "may". If you are the one person in a hundred who calls rather than texts you might pay less in taxes. Maybe.

Also, see the part where the tax might be retroactive for five years. Nothing quite like a ex post facto law.

Too bad the article writer was too lazy to include a tax rate as a percentage or per text fee.

You know, I just cannot see any other way out of this problem other than raising taxes. Nope, not a single other way to solve this. It's a real conundrum it is.
