$26K ... cost of defense settlement? Can more companies agree to pay a similar amount to not hire non-citizens? That would be amazing.

How else can those who are non-U.S. citizens show they are lawful permanent residents?
It does not matter if the green card is valid or not (It may be different with e verify now) you must accept them. Years ago I had very obvious green card and SSN card forgeries and when I refused them as ID I ended up in a world of trouble (They said I was not a document authority never mind the cards in question were in the wrong color with colored lettering.).
No company should be forced to ever hire non-citizens, even if they are legally authorized to work in the US.
