Possibly, but not handily. Cornyn is low-key but not handily beatable. I would also be surprised if he retired because he feared a powerful challenger. The dislikable Cruz beat Beto and would argue that being dislikable (Cruz) is more of a campaign liability than being low-key (Cornyn), particularly when running against a felonious fraud (Beto).
I agree with your sentiment, that the 2020 Dem candidate will be a sacrificial lamb for the party. That's why I think Beto and Kamala will run, for the experience, but the winning Dem candidate will be Slow Joe.
He'll end his political career with a humiliating double-digit drubbing while the DNC power brokers secretly snicker behind his back. He'll never see it coming...

Ocasio-Cortez can’t be on the ticket in 2020—the qualifications for VP are the same as for President (and she won’t have reached the minimum age of 35 by then).
And damn if she won’t throw a temper tantrum to get that changed so she can run on the ticket with Beto
Anyway, if the top of the ticket is a white person, the Democrats may decide they need a black person for VP to get a higher turnout of black voters. And they have so many potential candidates to choose from--Spartacus Booker, Kamala Harris, Maxine Waters, Michelle Obama, Eric Holder, Rachel Dolezal, Elijah Cummings, and others. Of course Sheila Jackson-Lee wouldn't work because she lives in the same state as Beta O'Rourke.
