The US has begun making the necessary preparations to sail a warship into the Black Sea, a move that comes amid heightened tensions in the region following Russia's seizure of Ukrainian ships and detention of Ukrainian sailors.
The US military has requested that the State Department notify Turkey of its possible plans to sail a warship into the Black Sea, three US officials tell CNN, a move they said is a response to Russia's actions against Ukraine in the Kerch Strait, which connects the Black Sea and the Sea of Azov.
For its part, the Russian Ministry of Defense announced Wednesday that its troops in eastern Crimea, which Moscow seized from Ukraine in 2014, conducted a military drill with its Pantsir anti-aircraft missile systems.
Active preparations
The Russian Ministry of Foreign Affairs also claimed Wednesday that the Ukrainian government had undertaken "active preparations" for a military offensive in eastern Ukraine, using the recent declaration of martial law in select regions as a cover.
"Substantial offensive components are being transferred to the region, which are being dispersed along the entire contact line," spokesperson Maria Zakharova said Wednesday at a press briefing.
The US is required to notify Turkey about the passage through the straits under the Montreux Convention, a 1936 treaty that governs the passage of military vessels through the Bosporus and the Dardanelles, which connect the Mediterranean to the Black Sea.
Under the rules of the treaty, countries that do not have a coastline on the Black Sea are required to provide Turkey with at least 15 days' notice prior to transiting the straits.

The Russians are the ones bent on the reconquest of Eastern Europe and the former Soviet slave states.

International Law governs the issue, and when a nation has both sides of a straight, they can claim to control the passage and exclude non permitted traffic. Russia is now on both sides of these straights and seeks to have the international community recognize the international law claim that Russia is obviously making.
If other nations, like the USA do not recognize the claim and seek to pass as usual, the Russians will be forced to exercise force majeur, which they have already done with the Ukraine. The Russians are obviously ready to make the decision to use force against all comers, including the USA, or they would not have made the legal claim to control the straights, since Russia is now on both sides of the straights.
If Russia backs down on its claim to control access to the Black Sea,, then watch the Russian Artic brigade, they may claim oil rich Arctic territory by sending troops into the Canadian portion of the Arctic. Canada does not have the military means to prevent Russia from annexing parts of Canada in the far North.Also Lithuania and /or Estonia could be annexed by Russia.Nato cannot stop Russia, its weak and compromised by Russia economically, at least Germany is for sure, they get ALL of their natural gas from Russia, so Germany is unlikely to stand in Russia’s adventurism in Europe. Canada can’t, its ruled by an ideologue privileged class of Liberals and Socialists who get more upset by male dominated Saudi Arabia than they would about the Russian annexation of Canada’s far North.
In short, Russia has NATO and Canada by the short hairs, and there is not much the USA can do about it.

Technically, the US is not a party to the treaty and isn’t bound by it.
Lots of limitations on tonnage and number of vessles based on various circumstances. Article 14 - no more than 9 vessels aggregating 15,000 tons displacement in transit. Article 17 -No use of aircraft while in transit. Article 18 - tonnage in the Black Sea not to exceed 30,000 tons. Limit of 21 days.

My fear is that Iran wants to really, really sink a major US Naval vessel. Could the Republican Guard be invited into Turkey with some long range weaponry and do the dirty work for Russia? Sure they could.
