I think the Department of Energy maps out areas of high population density and won't allow distribution of non-oxygenated gasoline in those areas. Dallas is one such region - you have to go up near the Oklahoma border or east to Tyler to get out of the E10 "bubble". Smaller population centers aren't as restricted.

What annoys me is the fact that there is a "recreational" ethanol-free blend (Rec90) for boats, ATVs, dirt bikes, lawn equipment, etc - non-roadgoing stuff - but it's still not available except for a few places on the continent.
