Yes, and there's no "app" there, so the first time many of its citizens find out that they're not going anywhere is at the ticket counter. Add prohibitive fuel taxation and internal passports to that and you have a completely captive population. It's all for their own good living under the scrutiny of a benevolent State, of course.
