Absolutely....It never should have been removed.

The problem as I see it is....citizen, legal resident or illegal resident

But you still have to be a citizen to vote...at least in Federal Elections.

That's right..you just reminded me.some time ago i spent times searching census records at a nearby Federal records archive center and one of the questions asked as "citizen of".Back 100 years ago the answer for some of my relatives was "US" and for others it was "Ireland".For one of my Grandmothers it was "UK" because when she was born all of Ireland was part of the UK.
