The total number of registered voters in any state, county, district and precinct is known before the election.
Allot ONLY THAT NUMBER OF BALLOTS to those polling places, with a known number of extras for soiled ballots or provisionals................
BUT, they are not updated to reflect recent deaths, so the number of registered voters is always too high.
Unless there has been a mass murder, plague, Ebola outbreak or a war, then the difference should be minimal....
Except in Dem Districts.

Technology today could easily flag if there are two ballots with the same thumb prints.

You have to lie not only to yourself, but to the whole world to even be a democrat.
All Federal and State Ballots should be standardized and printed with a non tamperable chip, that chip should be electronically mated to a FEDERAL and STATE LEVEL VOTING ID CARD.
This could be done by the United States Mint, their security levels are pretty good, after all we trust them with our currency.
More than one vote on the Federal or State ID chip, and both ballots are eliminated.
If the feds and state can track every goddamn dollar, why can’t they track every ballot?

Every legal citizen in this country has some type of ID, if they didn’t they couldn’t get their welfare checks.
They couldn’t buy booze, they couldn’t even buy a pack of cigarettes.
I can’t think of any financial transactions that can be done without ID.
Except maybe Hookers, even then you need ID to come up with the cash.
You asked why this is allowed to happen, I told you what I’ve observed. Obviously the dems don’t want fraud to end, and the GOP has generally accepted it. Don’t count on them to fix it. If it’s not close, they can’t cheat. If it is close, they will cheat and they don’t even care who knows it anymore.
