A provisional ballot is when you walk into the polling place and your name is NOT on the listing. So you state it was on the listing, or that you moved in recent days/weeks/months. You demand to vote. So they whip out a provisional ballot and list why this should be accepted. All of these cast, will be reviewed prior to being counted.

In theory, some clerk will review your name and situation and determine your valid nature. But if you just came up with forty such votes...at one polling site, it could take an entire month for you to determine the situation for all forty folks. By that point, the deadline would have passed. My guess is that they have a dozen clerks at the county office hired just to read through the provisional reasons and pass the majority as valid.

Back twenty to thirty years ago, I don’t think provisional ballots existed.

The dems have worked out all kinds of ways to cheat.

You are correct. It’s a Dem tool to cheat. Frankly, if you go to the wrong voting precinct you shouldn’t be allowed to vote there period.

Most of those who use that reason are liars. First, if you moved and haven’t yet officially changed your address on your drivers license, and I guess in some states with the election bureau, you just vote where you used to vote until it’s changed. They won’t stop you.

At the same time so many people don’t even think of changing the address on their documents. Especially if it’s not far away. I can see that problem if you are moving farther but they should plan ahead.

But what would stop a caravan (see what I did there) of Dems at election time going to a red state and saying “I just moved here, give me a provisional ballot”?

IIRC, we can thank so-called provisional ballots to Bill Clinton’s Motor Voter law of the late 1990s. Many Republicans voted for his Cloward-Piven ruse to facilitate election theft.

“In theory, some clerk will review your name and situation and determine your valid nature.”

Not a clerk; not in Florida. A county canvassing board reviews the provisional ballot and makes the call.

The canvassing board is chaired by a county judge; the supervisor of election; and the chair of the county commission.

In Broward County, we now know, these people are not reliable.

They shouldn't exist now. You either have registered and your name is on the rolls or you did not and are denied a ballot. Period.
