US President Donald Trump was forced to cancel his attendance on Saturday at a commemoration in France for US soldiers and marines killed in World War I because rain made it impossible to arrange transport.
[The attendance of the president and first lady] has been canceled due to scheduling and logistical difficulties caused by the weather, the White House said according to Reuters, adding that Chief of Staff John Kelly, who is a former general, went instead.
While the president was scheduled to attend the ceremony at the Aisne-Marne American Cemetery in Belleau, rain and low clouds prevented his helicopter from traveling to the site. White House officials cited by Reuters also noted security concerns that would arise in hastily arranging a motorcade.

Your interpretation of this article is creative to say the least. Kerry is criticizing Trump for not ordering his pilot to violate weather minimums. Remember when the pilot of a Polish Tu-154 violated weather minimums and smashed 96 people, including the Polish president, his wife, and a whole bunch of Polish govt. officials, into a hillside? This is what happens when a pilot says, "Just a few snowflakes, nothing to worry about there."
I usually don’t tell anyone, although it’s hardly a secret, but all posts by me that begin with “Now just a cotton pickin’ minit here. Let’s be fair” are intrinsically satirical. I could just add a sarc tab at the end and simplify matters. But that would be like the players in Midsummer Night’s Dream warning the audience that they are not really a wall, or a lion. It would ruin the effect of the post, which is designed to illustrate absurdity.
