I had to sign an Internet usage agreement before I was allowed access to the net explaining what was and wasn’t acceptable. If you strayed the IT department first blocked that site and then generated an email to my boss.
At best your Internet access would be limited or terminated.

This kind of behavior has been going on since Internet connections became routine in government agencies.

I knew a GS-15 caught up in this. They removed him from his position, but firing him was too difficult. So they gave him an office in the interior of a building (no windows), and a stand-alone computer with no network or Internet connection, with one application on it - the soft ware to complete an SF-171 (application for a government job) so he could apply to another agency.

Eight hours a day with nothing to do. He took early retirement.

No other company in the world has as much waste as government! Stealing and waste from government probably is 5 times worse than any business and in most cases the culprit cannot be fired.

I'm sure the perp will be disciplined if not fired.

As a taxpayer and citizen, however, my bigger issue is why isn't this government network secured? If a malware bug can get in, a hacker would have no trouble at all.

Do they have any security? Besides the porn blockers, our little firm has a strong firewall that blocks all malware. Not so with the feds?

Back in April of this year President Trump spoke of reforming the US Civil Service. One of his points was the utter difficulty in terminating a misbehaving employee. All of the rules over all of the decades of the Civil Service has made it a very laborious effort to end that employee.

Interestingly enough, when I did a quick search about this reform effort, I got a hit from the 'house organ' of the 'deep state', the Washington Post. A column from Joe Davidson on April 6th (2018) was quite telling about the LEFT bias found so prevalent in the WaPo (Opinion Mine).

In a YouTube video with the newly installed director of the Office of Personnel Management, Jeff T.H. Pon, and deputy director Michael Rigas, Pon said President Trump “had been voted in as a mandate to change certain things across our government. It’s nice to have a president that actually will go up to bat for civil service reform, for changing the way … of recruiting people, rewarding people, managing people.”

“Mandate” is a dubious word for a man who lost the popular vote, yet civil service reform has many champions — and some key doubters.

Belated hint to Mr. Davidson, the election was not and still is not based upon the 'popular vote' and such reference is the LEFTist excuse for a tantrum.
