Yes, the Congress can alter them at any time. They mandate them and their use.

Does not change the fact they are insurance programs that people pay into. I have to pay 2.9 percent of my gross pay into Medicare. If I should die before I reach the age that I am required to take it I receive no benefit.

Happily as a self employed person I do not have to pay for Workman's Comp but that also means that I can not use it either.

That removes the idea that it is some kind of "freebie".

They were “sold” as insurance programs but in reality they’re government programs just like all the rest of them.

Period.
