Well, obviously, you set it to 20 seconds after the package is opened!

Exactly.

Most bombs sent through the mail are rigged to detonate when the package is opened. You never know when the incompetent USPS will deliver the package so a timer is useless unless the maker just wants to injure random people, and in that case they would not be sending the bombs through the mail but placing them in public areas (where a timer would then be appropriate).
