Proposition C does not audit the money the City already spends. It does not include a detailed spending plan for the $300M in taxes it seeks to add, nor regular audits of that money, nor adequate public oversight over how its spent. Shun the heretic! Socialism doesn't work if the ruling class can't take its cut off the top.
You do have to wonder, though - $380 million and there's still poop in the streets? Just where did all that money go, anyway?

Start collecting a loitering fee (or if they don't have the cash, arrest them) and the homeless problem will dissipate very quickly.
