The FBI is in the Executive branch. I believe their report goes to the President, who then decides whether to make it public or not.

Thats the problem with her and everyone else in DC, they want everything to be a big secret. I guess this must be for national security reasons as well.

Feinstein is worried sick that the FBI report will likely confirm not only that Ballsy Ford is insane and made up the entire story about Judge K, but that Feinstein herself is guilty of numerous ethics violations in exploiting the situation.
