Francisco, a prominent Republican lawyer, has some impressive conservative credentials. He clerked for Supreme Court Justice Antonin Scalia and worked in the Justice Department during the George W. Bush administration.
He’s also defended a broad interpretation of executive power — he even tried to argue a case before the Supreme Court that defended the president’s expansive power to fire executive branch officials. That case is unrelated to the Mueller probe, but Francisco’s argument, and his legal interpretations, offers some insight into the man who might soon take over Rosenstein’s job.
Who is Noel Francisco? The Senate confirmed Francisco as solicitor general, the lawyer who represents the government’s agenda before the Supreme Court, in September 2017 on a 50-47 party-line vote.

If all true, it’ll be an interesting meeting later in the week as Mueller meets his new boss and gets new guidelines.

I assume that the succession you indicated is for the AG, not the Deputy AG. Is that right? My thought is that the Prez could fire Rosenstein and appoint this fellow as Acting Deputy AG (and I presume he could remain the Solicitor General at the same time). He could actually appoint any currently serving Senate-confirmed official (and not just from the DOJ) as Acting Deputy AG. But maybe it would look better if he was already a high official in the DOJ.
Excuse my ignorance of the details of the confirmation process. Does this mean that President Trump could slide Francisco into any position requiring Senate confirmation? Could he replace Sessions without a vote?
In terms of a replacement for Sessions, I would advise the President to ask any candidate the following question”: what actions will you take during your first 30 days as Attorney General?”
He needs someone who will answer: “I will immediately terminate the Special Counsel, Assistant AG Rosenstein, and FBI Director Wray, and seek replacements who have a mandate to enforce the rule of law. I will appoint a new Special Counsel to investigate the political bias within the DOJ and FBI, including the appointment of Mueller and his selection of his team, as well as the constant leaks emanating from the DOJ, FBI and Mueller. A second Special Counsel will be appointed to investigate the apparent collusion between the FBI, DOJ, CIA, Clinton Campaign, Democratic Party, Steele, Fusion GPS, and agents of the British, Australian and Russian governments.”

The Associate Attorney General slot is currently vacant and being filled by an “Acting” Associate Attorney General.
I believe the Vox report is correct.
First task at hand, Francisco should call Mueller to a meeting for a complete examination of where things are, where things stand, how long left to go, and the justification for each item on the agenda.
Following that, Mueller should be told to wrap it up by the end of business this Friday, and handed a cardboard box for his things.

The Federal Vacancies Reform Act of 1998 (Vacancies Act) generally provides the exclusive means by which a government employee may temporarily perform the nondelegable functions and duties of a vacant advice and consent position in an executive agency.
Under the Vacancies Act, POTUS can assign anyone who has been confirmed by the Senate to any Executive branch position to a vacant position on a temporary basis, not to exceed 210 days.

I am curious, why would Jesse Panuccio, the Acting Attorney General, NOT make the decisions? Is it because he was not confirmed by the Senate, and the Solicitor General was?

Has to be someone confirmed by the Senate. Since the Senate confirmed him as Solicitor General he would be qualified for the position
