The FBI or the DOJ or the local prosecutors have NO CONSTITUTIONAL AUTHORITY to stop the process of confirmation of a justice to SCOTUS.
All it takes is a spine in working order by the republican senators. And that is the fly in the ointment. They can not stand up to the democrats. They do not have the temperament or background of Donald J Trump.
There is not enough republicans left who will vote Yes.
