Looks like something that often happens in a sheet fed scan. By itself not an issue. It would be better to have the originals to see whose fingerprints are on it.

Doesn't really mean much with current software/wordprocesser capabilities.
It is easy to change the font from one typeface to another.
It is easy to change font from one type to another. The previous sentence is now in Comic Sans MS font.
It is easy to change font from one type to another. The previous sentence is now in courier font.
Changing the size is about as easy, too.

If the first sentence named Gorsuch instead, and the same typeface was used as the rest of the letter, the line length would have been shorter, more of an indent. I think it was doctored and to have it match up they would have had to pick a typeface, in this case a condensed one even, to get the line length to match up. I worked for 4 years at a typography house. All before desktop publishing.
