The only way to get a font size discrepancy is using “paste-special” where you paste as “text only” and the target processor’s default font makes the change, then you “save as” without checking the document for such errors. It does clearly indicate modifications apart from the original content document.
More likely an editing job where they tried to fit in some crap in the middle that needed to be cut out because of how insane and obviously wrong it was, and they didn’t match fonts...not often one screws up a simple missive with varying fonts....been using Word since it came out.

Yes, that's exactly what it looks like. It's not uncommon for the feed rollers to slip a bit while feeding it through the scanner and letters get stretched.
Or even more so if it was faxed.

If the first sentence named Gorsuch instead, and the same typeface was used as the rest of the letter, the line length would have been shorter, more of an indent. I think it was doctored and to have it match up they would have had to pick a typeface, in this case a condensed one even, to get the line length to match up. I worked for 4 years at a typography house. All before desktop publishing.
Also, the blacked out letters at the bottom - I think are secretary’s initials, meaning it was a dictated letter and it’s blacked out now so no one can see who dictated and then typed it.

Even so, you can have 87 different fonts in word, all at the same time.
If this was done in Word, I think there are reasons font could be different.
Ive had font issues, but you would think an important letter would have Been reviewed thoroughly by the author.
