Any competent lawyer would advise Ford NOT to testify here. She has way too much legal exposure if she does, and there's really no upside for her. That's why she hasn't even submitted a formal written statement to the committee 24+ hours in advance -- which would be the first step in actually testifying. The committee needs this so they have a formal record of what she intends to testify ABOUT.
In the back of their minds, I'm sure her lawyers are laying the groundwork for a "graceful exit" for their client.
