Unless this friend of Kavanaugh’s comes forward I just don’t see how they prove beyond the Dems doubt it was NOT Kavanaugh!! Perhaps this guy HAS already come forward and this is how this synopsis came to be!!!

Earlier tweets from the Committee come to mind. I'm combining them here:

"On Monday, staff interviewed Judge Kavanaugh under penalty of felony. ... Staff contacted Mark Judge and obtained a statement under penalty of felony. Staff contacted third person allegedly at party described by Dr. Ford and obtained a statement under penalty of felony. Staff contacted fourth person allegedly at party."

The largest number of people Ford claims to have been at the party was four boys and another girl, in addition to herself. Here we see statements already collected from Kavenaugh, Mark Judge, and "third person" whom I think would be PJ Smythe. So "fourth person" would be either the fourth boy or the other girl. If Ed Whelan or Grassley announce that "fourth person" is this Garrett guy, that will be the biggest Perry Mason moment in recent history.
