It happened a lot earlier than that, with Woodrow Wilson. He got to do some really socialistic things, one of the biggest being the takeover of every railroad in the USA under the USRA.

No, the Communists were deeply entrenched in FDR’s admin almost from the start. It has persisted for almost 80 years.
