A delay tactic. The Democrats know the FBI is still under leftist control and the FBI would take months to look into the allegations. The Dems are still hoping to flip the Senate in November.
Because if the FBI investigates, then she might have a few details to fabricate a story around. That's my take on it. Otherwise, she will blame the FBI of inaction and slink back into her hole in California and this nomination can proceed.
