Since when does one need a college degree to balance and or maintain a budget? It's not completely the degree (although if you hired a CPA, would you want him/her to have a degree?) - it's really that she is committed fraud and is a liar.
It doesn't necessarily invite confidence.

Hell, Zero hired (and Congress approved) an ‘educated’ man whom couldn’t even use tax prep software correctly as SoT.
We elect a multitude of ‘elite’ whom can’t balance a budget nor successfully project project costs (costs are always low-balled and ‘savings’ reversed).
