You’re right. If Schumer can deem that the hearings must be stopped, McConnell can certainly deem them over and call a vote.

Why not. Originally, hearings did not constitute an element of the Senate's "advise and consent."

Not quite so....Washington walked into the Senate with Knox, his secretary of war. They had a Treaty in hand.

They requested the advise and consent (blessing) of the senate.

The Senate said woah.....we haven't even seen it. We will need some time to consider it.

Then Washington....furious at the response said...."Then why am I here? And stomped out of the Senate Chamber.
