Kevin Spacey and Steven Seagal wont face criminal charges following allegations from the 1990s because the alleged incidents are beyond the statute of limitations, and prosecutors rejected filing a charge against black-ish actor Anthony Anderson, citing insufficient evidence.
Prosecutors declined to charge Spacey in an October 1992 case, saying the date was beyond the period in which a charge could be filed. That allegation, made by a man, involved an incident in West Hollywood.
Beverly Hills police last year investigated Seagal after a woman reported he had raped her on Jan. 1, 1993. Prosecutors, however, declined the case, noting the woman was 18 at the time and the statute of limitations for rape charges was six years at the time...

But a statute of limitations is just that. Perhaps it needs to be changed. But not retroactive.

Retroactive charges would be thrown out as ex-post facto.
Well, it didn’t stop them in Philadelphia from going after Bill Cosby after he pointed out that blacks underachieve in education.
They are needed. We have enough lawfare at work nowadays. No statute means they can fabricate anything on anyone about anything - just to punish a political opponent.
And it would always be from the left to the right.
Steven Seagal lives in Russia.
French actor Gerard Depardieu also. And he too has since been charged with sexual assault. Go figure.
