Who should address this? Ivanka? There are reasons why 4% of people who are eager to get a job cannot get a job. There are dysfunctions in our society. We could scapegoat various things. But how do we go for more winning? 0% unemployment is possible.

The 3% or 4% who are unemployed do want to work. They have been unemployed a long time.
