At least 10 employees were fired because they did not have documentation in January 2012. The aliens, as a result, were told to steal identities of actual U.S. citizens or individuals with legal status in order to work at the company. Managers also gave terminated aliens identities of those legally in the U.S. The people that did this need to go to jail... This should be prosecuted to the FULL extent of the law.

A fine is still small potatoes compared to an IRS audit. Send a big team of IRS auditors to Waste Management for a few weeks. How do you think that would turn out?

As the 3rd paragraph points out, it is a non-prosecution agreement which is the most common form of punishment.
Waste Management agrees to the fine because it is cheaper than what it would cost to hire a lawyer and go into court on a civil prosecution.
Hardly ever is there a criminal prosecution. Bill Clinton went after Tyson and George Bush went after Ifco Pallet. There were no criminal prosecutions under Obama.

Waste Management is a huge company with municipal contracts so they should have no problem paying Americans to do the job. They run dumpster services and transfer stations. I think a good portion of their employees are truck drivers and yard people that run heavy equipment. Maybe they have trash sorters?
