In the hysteria about 3D printed guns, the words “unlicensed and untraceable” are thrown about promiscuously and irresponsibly. They are used to imply disaster is upon us, that some new scary threshold has been breached.
They are scare tactics based on ignorance. Most of the 400 million plus firearms in the United States are unlicensed (unregistered) and untraceable. It has been that way for decades, hundreds of years. It has not made a significant difference in the crime rate. It will not make a significant difference in the future. Separate from gun licensing, there are background checks at retail purchase for most guns in the United States. Only a few states require background checks on private sales of guns. Background checks do not make a difference.
“Unlicensed and untraceable” is scary only if you think most guns are “licensed (registered)” and that “traceability” has anything to do with preventing crime.
National registration of guns has been illegal for decades. Only a few authoritarian states require registration of firearms. Those states are California, Hawaii, Maryland, and New York. The registration schemes in Hawaii and California apply to all guns. The requirements for registration of long guns are fairly recent. Most guns that were unregistered before registration was required remain unregistered, and are grandfathered in. New York required registration of handguns only. Recently they required registration of some semi-automatic rifles. The law has been ignored by over 80% of the people affected.

Home Firearms Regulations Firearms Information for New California Residents
Pursuant to Penal Code sections 17000 and 27560, any person who moves into California with a firearm is considered a “Personal Firearm Importer” and is required by California law to do one of the following within 60 days:
Complete and submit a New Resident Report of Firearm Ownership (BOF 4010A), pdf along with $19.00 to the California Department of Justice, Bureau of Firearms;
Sell or transfer the firearm to a California licensed firearms dealer or to another individual using a California licensed firearms dealer to conduct the transaction; or
Sell or transfer the firearm to a California police or sheriff’s department. Persons choosing this option should contact the law enforcement agency for instructions prior to transporting the firearm to the agency.
TRANSPORTING HANDGUNS
Any person transporting handguns into California is required under California law to transport those handguns unloaded and in a locked container other than the glove compartment or utility compartment of a vehicle.
ASSAULT WEAPONS
Please be advised that it is generally unlawful to bring assault weapons into California. Additionally, machine guns and ammunition feeding devices with the capacity to accept greater than 10 rounds may not be transported into California.
Failure to comply with California law could result in criminal prosecution (Pen. Code, § 27590).

Take it from me, a (thankfully) ex-resident of that dark and fascist state, that’s the law. Note that I left with about 200 years (in Rahway State Prison) worth of normal capacity magazines nearly 20 years ago...and I have only gone back for occasional visits every few years. I miss some aspects of NJ, but not one thing having to do with firearms.
