There is a huge difference between the power a president has on paper, and the power he really has. He can only wield the power he actually has. That power must be built by him, and bolstered by a sufficient number of loyalists within his administration to back it up.
At present, it seems apparent that the President is not quite there. Hopefully after the midterms we'll begin to see and feel more actual power emanating from his office.
