I am no expert but you can count on the government doing an analysis of such a situation.

Guaranteed. There are people in government positions whose sole job is to develop contingency plans for everything conceivable.

True.

But they may or may not be aware of a problem before it occurs, and even if they are aware, that doesn't mean that they have a fix that will work. Not all problems have solutions.
