This is typical of the agency. My last day overseas at State, I had to pull the Navy DAO aside and teach both the young Army 0-6 that you don’t wear novice jump wings under your pocket and your Master Parachutist Badge above your ribbons.... I told’em he would blow his “cover”. Another thing, civilian civil service positions are accorded a certain level of status under the Geneva Convention(s), and a G-11 converts to 0-5 but I’d peg a GS-11 at E4/5 tops. So this 0-6 was probably a GS13 or FS3....
