U.S. Senator Mark Warner, the top Democrat on the Senate Intelligence Committee, warned President Donald Trump on Tuesday over a possible pardon for his former campaign chairman, Paul Manafort.

“Any attempt by the President to pardon Mr. Manafort or interfere in the investigation into his campaign would be a gross abuse of power and require immediate action by Congress,” Warner said in a statement.

No way will he pardon the guy. He is a tax cheat and must pay for his crime.

No, it says "Offenses against the United States" (Art. II, sec. 2), which means federal crimes only.

Your wording is correct. I went by memory. Wikipedia and other online sources state that it means, as you say, the President’s power to pardon is for federal crimes and the Governors can pardon State crimes. I have heard Constitutional experts say the fact that there has so far not been an example of a President giving a pardon for a State offense the issue has not been tested. As a matter of fact, with the exception of impeachment the power is universally accepted as “almost limitless”.

Your point of view limits the power of POTUS to deal with only Federal law while others and I say the it is the Governers who are limited. They can pardon only State but not Federal crimes but the pardoning power of the President is limited only by the one exception of impeachment.

Right - I remembered last night. Thanks.

He and Duncan Hunter - I like them both and not because they’re Republicans - Collins was behind Trump immediately as was Hunter. I do not want to believe any of it!!!!

——How about abuse of power under color of law?——

Did Manafort break the law ? It seems he did. He got a fair trial according to his lawyer. His pre trial treatment was appalling, but he was found guilty as charged in most of his indictments...

——Maybe it will be you being so abused someday.-—

Seriously doubt it as I don’t break the criminal codes...
