Er. When you get a clearance you are informed that it can be taken away arbitrarily. No one has a right to a clearance.
Correct. In fact, my (rather low-level) clearance acknowledgement form stated that it could be taken away for any arbitrary reason, or no reason at all.
But still, look for a Federal Judge to block this action.
