a few years ago I read that when taxes come into DC for education, they come back out to the states after the depart of Ed spends 27% on administrative costs.

Devos and Trump are barking up the wrong tree. Cut federal taxes accordingly and let the states run and fund their own schools. Better yet, vouchers nationwide. but no department of ed.

Pay for your own da*n children. I like the idea that the result of your child tax on me, is you receive 90% illiterate children. Perverse incentive is a good thing.
