That’s what I was wondering... just getting out of committee doesn’t make it a “law” or do anything requiring a change in policy... unless I’m missing something.
No bill becomes a law until it passes both House & Senate and then signed by POTUS. However the POTUS part can be over-ridden by 2/3 of Congress.
