I wouldn’t have a problem with the White House press briefings going to a ten-minute brief by the Spokesperson, and just allow three questions to be given by the attendees. Some of these questions I’ve seen in the past year....took almost two minutes to deliver and were of a statement than a question.
White House press briefings ought to be electronic and in print. Let the press submit questions in writing via email, then have the answers posted on a website later in the day. That would suffice for answering questions in public.
White House policy should be no shouted questions will ever be answered.
Beyond that, let the reporters do something novel. Dig!

Questioners must be told to keep their questions to the topic of the moment. Or like others have said, keep it once per week. The ISIS press are snipers at heart.
