Voter fraud, voting fraud, election fraud. Running campaign ads MIGHT be considered "in-kind" contributions. If from a foreign source, they MIGHT be considered illegal.
Conversely, "meddling" is not voter fraud. I fail to see how external campaign ethics violations gets jacked up to the level of any kind of "fraud".
