Its illegal to vote if you are not an American citizen...

It is illegal for non-citizens to vote in National and State elections. Local school elections are free to allow whomever they wish, based upon municipalities. Apparently in November 2016 voters in San Francisco approved a proposal to allow all parents of children in the San Francisco school system to vote in school board elections regardless of their immigration or citizenship status. This will be valid for the 2018, 2020, and 2022 voting cycles.
