Sounds like the STASI in Soviet East Germany.
Col Fletcher Prouty described how the CIA has put moles in every agency in the US Govt back in late 1960s. They create a position in an agency/department for a person that reports directly to the head of the agency or department. They are there to collect information or maybe assign a submarine to p/u an asset off the coast of Croatia. No one knows what he does except for the director. He has an office and looks just like a regular employee, except he also reports to the CIA. The director is a beaurocrat, and they are moved around alot. So in a year or two he has a different boss, who really has no idea why hes there. The guy is cut off, but still can collect data or assign assets. Prouty said the CIA using this arrangement, has people all over govt, even in the military.

Sounds like a description of the KGB back in the day.
I know it sound sinister. There may be instances where it’s reasoned. I don’t know enough about the full program to make a complete determination on it.
