Here we must disagree. The chokehold is prohibited in the NYPD. So the cops involved must, at a minimum, be fired. And it goes back to what you said. Laws - and regulations - must be enforced to avoid chaos.
And who can say if Garner’s death was inevitable? A chokehold is a nasty thing (I know from personal experience). There has got to be a way for multiple police officers to subdue a resisting man without risking killing him.
Yeah, his medical condition made him surprisingly fragile for such a big guy. If 6 officers had piled on him to bring him down, without the choke, he would have probably died from compression on his chest from those 6 officers.
