Individually, no EU country is a foe. But the transnational EU government is not our friend in many respects. That is the point POTUS should emphasize.
It has tried to take away individual nations sovereignties, particularly regarding out-of-control immigration. It has also undermined their economies with BS climate and carbon regulations, and propped up the scam Iran nuke deal.

If your country (country A) is paying for 90% of the defense of another country (country B), in an effort to protect them from a third country (country C), all the while country B is buying their oil primarily from country C, then country B is NOT your friend and does NOT have your best interest in mind - PERIOD!
