Coming off a contentious NATO summit and a trip to the U.K. in which he seemed to undercut the government of America's closest ally, President Trump took aim at another Western institution just days before his high-stakes meeting with Russian President Vladimir Putin.
In an interview with "CBS Evening News" anchor Jeff Glor in Scotland on Saturday, President Trump named the European Union -- comprising some of America's oldest allies -- when asked to identify his "biggest foe globally right now."
"Well, I think we have a lot of foes. I think the European Union is a foe, what they do to us in trade. Now, you wouldn't think of the European Union, but they're a foe. Russia is foe in certain respects. China is a foe economically, certainly they are a foe. But that doesn't mean they are bad. It doesn't mean anything. It means that they are competitive," Mr. Trump said at his golf club in Turnberry, Scotland. Trump on Putin meeting: "I go in with low expectations"
"I respect the leaders of those countries. But, in a trade sense, they've really taken advantage of us and many of those countries are in NATO and they weren't paying their bills," he added.

If they’d titled that article, “I think European Union is a foe in trade,” I wouldn’t have any problems with it.
“Any word is eligible to be taken out of context, when it suits the medias political agendas.”

They just love quoting in a misleading way
It has tried to take away individual nations sovereignties, particularly regarding out-of-control immigration. It has also undermined their economies with BS climate and carbon regulations, and propped up the scam Iran nuke deal.
Therefore, the UK and the rest of the western EU nations (Also, possibly, a few U.S. cities in MN, MI, NY) should be included with the rest of our ancient and deadly moslem enemies...
I think Trump wonders the same thing.
The EU does not have our best interests at heart.
They steal from us and demand the US citizen pay to defend them.

The EU would be our ideological foe even it never stole a dime from us. Let us count the ways: socialism; LGBT;anti-Christian/pro-Muslim; soft on crime and anti-self defence; global government; and environmental extremist.

They’re happy to leave the word “foe” without context in the headline, aren’t they.
“If the EU is a foe then why are we spending billions of dollars each year keeping troops there to help defend them?”
Habit.
Words are not just data, they are symbols. It's possible that President Trump decided to adopt the 'foe' symbol towards the EU in order to imply a broader context than what was explicit in the sentences. There were certainly milder terms he could have used to address nothing more than a trade rivalry, if he so chose.
The substance of the EU is mostly Germany, especially in light of Brexit. We've had forces in Germany since the end of WWII. We don't call them 'occupation forces' these days, but that's how they started. If US military forces in Germany put a constraint on Russia, all the more they constrain Germany. History may be ignored for a while, but it persists.
