He could have gotten her indicted 16 months ago, but could he have won her conviction based on what he had then? There will be only one shot at trial, so he's got to get it right or else everybody walks.
Another question? Who is the target for prosecution? Rather, who are the targets? This criminal conspiracy is the largest in our history, and taking it down is not an overnight task. I would argue that things are actually moving quickly, and point to Trump's calm and his enemies' panicked behavior as evidence. President Trump is no fool, and he's our man in the arena. Trust him.
