Stuttering drunk George Junior responded to 9-11 by running and hiding.
Rudy Giuliani was acting President that day, while Junior flew around or hid in bunker.
When he emerged from hiding, Junior promptly started covering for the Saudis and stammering nonsense about “Islam is peace”.
Then he sacrificed a few thousand American lives to rid the Saudis of their enemy Saddam Hussein - a bad guy, but not involved in 9-11 (and it wasn’t worth one U.S. life to exchange him for an Iranian controlled regime).
