Having looked at several news articles from UK today, I now realize that. Well done, I must say!
Actually, this is one of the simplest techniques using GIMP, the free alternative to Photoshop.
There are dozens of instructional videos on YouTube that show you how to cut out a person from a background.
Download GIMP and install it on your PC. Then check out this video (as an example).
When I do these memes, I spend most of my time figuring out the composition of the image.
The idea is to let the pictures you find guide you to the best composition. You are very unlikely to use your original idea. Let the associative power of the Google Image collection steer you to something you like.
I spent 30 minutes on Goggle trying to find the right background. I always search for Large sized photos and you can specify that search in Google Images.
Liz commented the dress looked Grecian. I thought so too, so my thought process went through stages until I found a picture I found suitable:
This process is a lot of fun. And once you get hooked, you'll want to do more.

I think this is Melania's training as a model. Some of these brilliant shots we're seeing with the yellow chiffon dress would not be so arresting if she was smiling.
She takes her role as First Lady very seriously. There's a time to show inner strength and decorum.
That's not to say we don't love a smile. We do! And when Melania smiles, it's a double treat because you know it's genuine and not faked.
Ask your hubby about this photo when you have a chance. Can we reads thoughts? I wonder what Melania is communicating to the VSG at that moment.

Wonderful observation. I can believe that the time of day and the likelihood of a sunny day and the afternoon's better light for photography played a role.
Melania is bringing back -- not just haute couture -- but also a greater appreciation for fashion among we deplorable families who would never spend $5,000 for a dress.
She's a one-woman Army defending Western fashion -- and graciousness.
And like her husband, she is thoroughly unpredictable and willing to innovate!
The photo of Melania came from one of the forbidden sources, Reuters, Getty or AP, since no small-timers were allowed near. Really enjoyed the imagery; but we must all protect FR from another lawsuit by Big Media.
