I am assuming they meant on the first floor in the service area. Relegated to some dusty closet that she can come out of once in awhile.
Maybe they put it up to remind the reporters on who is NOT president.

I think someone must have left it by the trash compactors but some staffer thought it was supposed to be hung up instead of disposed of, so they put it on the wall.
