I have a feeling McCain is laying in a hospital bed, hooked to morphine drip and couldn't form a coherent sentence if he tried. The sad thing is, he's too arrogant to resign even when it's clear he will never be back to DC and can't represent his state as Senator.
Maybe he’s no longer capable of signing a resignation letter.
